Yet, the policy alone does not describe how individuals and organizations might pursue this new approach to economic expansion. In this paper, Xiaoming Yang and his co-author suggest that under this new policy, partnerships between social ventures and donors, beneficiaries, and government agencies serve as a vehicle to co-create value for sustainable development.
